Business must be located in Scotts Hill, Hampstead, Surf City, Topsail Beach, North Topsail, Holly Ridge, or Sneads Ferry or have an active membership with the Greater Topsail Area Chamber of Commerce & Tourism and regularly come to and provide services to residents.
